munity "with genuine rights and privileges. It is one of the most
fascinating speculations In which the historian could indulge. But
unfortunately it must remain a speculation ; it is too late for any
such experiments to-day. The tide of British power is ebbing fast,
.and the Anglo-Indians, are left stranded on the beach, scanning
the empty seas for-a friendly sail.. .a sail which will never come.
